Our professional staff works with members to develop and maintain policies and practices that
create a positive employer/employee relationship. Most important is our availability to help members
think through the intricate human resource problems that are a daily reality in every organization.
We help you evaluate where you are and where you want to go. For any human resource issue, we help
your organization answer such questions as:
- What are our alternatives in this situation? What are the pluses and minuses of each option?
- What do other employers do in similar circumstances?
- What are the risks we might face?
Overview
MSEC Human Resource Services consultants help companies establish sound personnel policies, design and
implement wage and salary plans, and handle day-to-day human resource problems. The department assists in
the development and review of performance appraisal systems, employee handbooks, job evaluation systems,
recruiting and selection processes, and personnel policy manuals. In addition, special projects can be

Compensation Administration
A properly developed total compensation strategy helps management control payroll costs and be assured that the program is
competitive. Our compensation specialists will begin by helping your management team clarify its pay philosophy. We
provide assistance with job evaluation approaches, market analysis and salary ranges. We will guide you in the design
and implementation of a compensation system that supports and enhances your organization's strategic direction.
Employee Handbooks and Policy Manuals
We are available to help you develop or revise a handbook or policy manual that will meet organizational needs and minimize
legal risk. We will help you define your audience, provide checklists and sample policies to guide you, and give your document

Performance Appraisal Assistance
Our specialists will help you design, develop and implement a customized performance appraisal system within your organization.
We know from experience that the same program is not suitable for every company. Our job is to assist you in evaluating various
approaches and choosing what is right for your workforce.
Recordkeeping
Through training and consulting, we can help you identify the human resource records that need to be maintained and the most
effective manual or computerized systems to do so.
Recruitment and Selection
We can provide training to develop an effective recruiting strategy to expand your applicant pool in this
tight labor market. We also provide assistance to help you identify, utilize and evaluate different recruiting
methods to reach potential candidates. We can guide MSEC members in identifying the skills and personal qualities
needed for a successful new hire, and can train those responsible for the interviewing process. We also
offer Pre-employment Screening Services.
Testing Issues
Our staff can assist employers in determining when it is appropriate to use testing as a selection device.
What are the pros and cons of testing? How can you know if the test will predict job success? How do you balance the practical
need to select the most qualified applicants against potential legal implications? We can talk through all of these issues
with you.
MSEC Library - Overview
The MSEC Library contains a wide variety of materials on employment
law, management and human resource administration in the form of CD-ROM, books, periodicals, reporter services,
subject files, labor contracts and computer bibliographic databases. MSEC members may visit the Library to research
particular projects, or may contact our librarians for assistance. We welcome the opportunity to help you find the
